How to report a bidder with no history?
For the send time now, I am trying to sell a fairly expensive electronic and the first time a bidder with no history (0) won the bid from some place i never heard of and did not pay. I am trying to resell the item and now see that a new bidder, from an island of Palau, with no history is winning. How can I get Ebay to look into this party and shut them down if they are not legit?

If you only want to ship to the US, you need to set up your shipping preferences for that feature:

You can't. It appears you have the listing set to ship to US only. eBay will allow international buyers to bid/buy so long as they have a US shipping address (typically a freight forwarder).
Having a ZERO feedback score (no history) is not particularly indicative of a problem buyer. Even if they had 500 feedback, they all will be positive since buyers can only receive a green donut review anyway. So all buyer IDs will have 100% positive feedback be they great trading partners or the biggest scam artists on the site.
There is nothing to report at this point.
