How to fix wrong location and currency?

Whenever I try to list an item for sale my account (on both pc and phone) "believes" that I'm located in the US and switches delivery options to US services and the currency to US dollars. But in reality I'm located in Italy. How can I fix this?

Did you sign on EBAY for your country. Ebay.COM is United States.
