The listing was set up with Freight shipping and no shipping cost specified @thesingletrackil. It appears you accepted an offer from the buyer on this sale. What you need to do is send an invoice that includes a shipping cost.
Sounds like a typical scam attempt aimed at new sellers. "I can't pay you thru Ebay, could you please send me your paypal account info so I can pay you?" Only to receive a fake receipt and scam you out of the item and the cash. Tell them they must pay thru the Ebay platform. You cannot do business outside of Ebay or you will lose what little seller protection you have. If they don't pay after 4 days, on day 5 cancel the sale citing non payment and then report them to Ebay. Tell them what you told us here.

You are located in Israel, not sure where your buyer is locate or how they are trying to pay but as @inhawaii stated it could be a glitch with eBay or with the link between the buyers financial institution and eBay or it could be something related to financial exchanges between the buyers country and yours.
Have the buyer try later and if it still does not work the buyer should contact his financial institution to see what the issue is.

Your other listings were not set up with Freight so I assume this shipping method was set up in error. Just send the invoice so the buyer can pay.
