Helping Sellers and Sales: New lower Shipping prices for over 1 pound (to 2 lbs)

As announced on the ebay announcement board today (starting Saturday). Good for zones 1 through 8. NOT good on the famous RURAL zips. Although over 2 lbs (to 5lbs) went up $2, still lower than they were as well- so now a better pricing to ship 1 lb to 6 lbs than we were all paying a couple months ago.
The 'below' 1lb is still hurting many sellers (for Rural)- which by the way, Rural is 17000 of the 41000 zip codes, so almost 40% of all shipments.
