Help selling gift cards

I want to sell gift cards (Amazon, iTunes, Google Play, etc), but according to the policies I must be authorized to sell electronically, can someone explain to me the steps to be able to sell electronic gift cards without having problems with Ebay?

"eBay gift cards sold through authorized sellers" i put up a 10 dollar amazon gift card for auction, but it was canceled due to default, or is it that you can't auction with gift cards?
