Has the GSPR already been implemented for shipping to the EU?
I have buyer from France that is interested in purchasing a lot of vintage empty perfume vials ( Item # 405074217855). However, she cannot find a way to pay. I see that the GSPR is already in the listing but I cannot fill it out due to the age etc of the items. I thought it would not be required until December after reading all the information available on it. I am enrolled in EIS. Any information on why this sale would be blocked would be greatly appreciated.

OP2 years ago@dbfolks166mt , thank you. I changed the category and it looks like it qualifies for international shipping. I appreciate you checking the listing and for your guidance. I have contacted the buyer to request that she try again. Again, many thanks.

OP2 years agoThank you @klhmdg . That could be it. I was considering something in my listing was blocking it from France. At this point it's still a mystery.

This is NOT related to GSPR and not really a mystery it is related to the category it is listed in. I looked at the listing, see up thread, and it is NOT just France that is blocked. The ONLY country available for shipping on that item is US. Due to the requirements on the international shipment of perfume EIS has blocked the whole category. Note #10 on the list below.
Due to export limitations and restrictions, items listed in the following categories also can't be shipped with eBay International Shipping. This is not an exhaustive list and it may be updated based on transportation regulations and export laws.

·2 years agoThe fact that your potential buyer cannot purchase the item let alone pay may have nothing to do with GSPR. I looked at a couple of your other listings, non-perfume related, and you are using the EIS program and ship pretty much world-wide. For the non-perfume related items there are not issues shipping to France through the EIS program.
The issue may be the category you have the items listed in. There are some restrictions on shipping perfume internationally so EIS may be blocking the international shipment despite the fact that the items are empty. You could try listing the items in a different category that does not deal with perfume and see if the buyer is able to purchase the items. This is what the French buyer is seeing on your listing with regards to shipping. FYI when I look at the shipping options the only country I see for shipping on this item is the US so I doubt it has anything to do with GSPR.

OP2 years agoThanks. I've read everything I can on the GPSR and while I don't understand everything, I know that the types of things I sell will not be allowed to ship to the EU or Ireland as I have no way getting the required documentation. As I understand it, because I am in the EIS program, my items won't even be shown to the EU community. What I don't understand is why this current listing is being blocked from selling to France as the regulations don't (supposedly) go into effect until December.
I have sold other empty perfume bottles to France in the past as long as they were listed in the Collectibles, decorative category.
I was hoping one of the wonderful, helpful people here could suggest an explanation.

·2 years ago@ageless_fashion The EIS program has its own requirements, and it is not just what category the item is listed in.
Saying that, even though it may not go into effect until December it could be that it has been started early to work out the kinks of a new requirement and make sure items are not caught in the backlog.

·2 years agoI have to admit, I was not aware of this and have no idea of which products this will affect but is a major change as the suggested email mentioned having to add the product manufactures name, address and contact details, add product safety and compliance information, product manuals on  all listings. There is a link to to eBay EU if you are not aware where you can read some of the info.

Just been replying to another thread. We got this in February/March via the expressions team and was asked to explain our understanding of the communication before it was sent out.
One question was "what do you understand from this communication" to which I said "From December 2024 all products sold in the EU would require the manufacturers name and address, a certificate of compliance and original instructions for use".
Next question was "How would your business comply with this directive" to which I said "From December 2024, I will ensure all listings are available to UK buyers only!"
I asked for clarity as to what is/is not affected but got no answers.
I know my answer was flippant, but this is another piece of ridiculous legislation that we will find nearly impossible to comply with so easier to just stop selling to those markets.
I've just been reading about this. Looks like I'll be blocking GSP to the EU and NI from 13th December 2024 then! What a load of hassle. This over-regulation is going to strangle small businesses like mine. It all just seems to be an exercise in stacking the odds in favour of the big companies who have the money and resources to comply with these changes.
Selling to the EU is already an issue, if this is required in my collectables catagory even though most items are antique we will exclude sales to the EU.
I've just skim read four documents. The original link above and then the three associated linked documents. Very dry stuff.
The crux that I'm getting is this adding supply chain data element is for CE (or UK equivalent) marked products. These products in the main part already have various requirements as part of the CE marking legislation so the manufacturer etc is already required to be identified on packaging. Therefore adding to eBay shouldn't be a major issue. But for many, many products this isn't going to be an issue.
Some products have extra legislation in certain countries - a quick skim read of the products with special extra requirements is worth a skim read but other than pop up pools, none of those were a surprise to me.

Too much hassle, going forward, the EU is reforming the Product Liability Directive from 1985, which sets general liability rules for manufacturers, importers, distributors and fulfillment services providers in the case of damages incurred from defective goods already in the hands of the consumer. The new PLD proposal could enable compensation claims for any type of harm resulting from these defective products, including data loss, physical or psychological harm.
That'll be No NI sales and GSP to EU switched off... massive amount of work with zero benefit.
Do they really think that publishing every supplier and manufacturer's contact details for every product in every listing is fixing anything?
Wonder if NI residents are even aware of their soon to be reduced market?
My gut is I'll be turning EU off too.
Forget that, the more I read the more confused I become!
