Has anyone else completely lost the ability to receive payouts? Funds available but eBay won't release them.

For over a month, eBay has been unable to send my payouts even though my funds are marked as Available.
Here's what I've done so far:
Contacted eBay support numerous times.
Was told the issue had been resolved.
Followed their instructions to remove and re-add my payout bank account multiple times.
Verified with Bank of America that there are no problems on their end.
My account is in good standing with no restrictions.
Despite all of that, my payouts still won't process and my money remains stuck in my eBay account.
Has anyone else experienced this recently?
Are your payouts delayed or not being sent?
Have you had incorrect payout amounts?
Were you able to get it fixed, and if so, what finally worked?
I'm beginning to wonder if this is a wider Managed Payments issue rather than an isolated account problem. Any advice or shared experiences would be greatly appreciated.

·2 months ago · EditedI strongly suggest avoiding Bank of America at all costs especially involving getting money paid out or returned. I recently booked a "Package Vacation" using a Bank of America Card where the Flight, Hotel, and Rental Car were all paid up front. When I picked the car up from Avis was told "no cars left" and would have to take the only remaining vehicle (a truck) but cost is the same. The desk agent advised they needed my card to put a $250 deposit hold so I gave him my card. A week later I found out they charged me in full for that vehicle that I had already paid for in full ahead of time so I got charged twice for the rental car. Avis kept telling me "We're sending your $$ back but that never happened. I then opened a dispute with Bank of America and provided proof I was charged twice. Shockingly they took the side of the merchant Avis, and the charges stand so I ended up paying Avis twice.. This is the second time Bank of America has done me wrong. A third incident involved them leaving me on hold nearly 2 hours. Never do business with them again under any circumstances.

I'm a new seller on eBay Spain. I'm a U.S. citizen with permanent legal residence in Spain.
When I try to publish my first listing, eBay asks for:
Nationality
Date of birth
Document number
The problem is that it only accepts a Spanish DNI. There is no option to select a U.S. passport or another identity document, even though eBay's help pages say a U.S. passport is accepted.
I've also noticed posts from other sellers mentioning verification and payout issues.
Has anyone experienced this recently? If so, how did you resolve it?
Any advice would be greatly appreciated. Thank you!

The problem is that the document field is locked to a Spanish DNI. There is no option to choose a U.S. passport or any other document, even though eBay says a U.S. passport is an accepted form of identification.
Has anyone experienced this or knows how to get eBay to reset the verification so the correct document can be used?
Any advice would be greatly appreciated. Thank you!

Don't know why, but they have problems with some BOA accounts.
