Ebay finally listen to sellers and got new update . not sure why they didn't send it out, but here is the CONFIRMED news:
from now on if you list product as NOT WORKING FOR PARTS, buyer can't open MBG claim
tested it today myself. Item was for $1500
MBG claim will give you the option to DECLINE.
I was: WOW!
Called CS and got it confirmed. New procedure
So no longer need to list as return accepted
So let me give you an example - the ACTUAL case:

Buyer tried to open INAD
with the follwoing statement:
Return Reason
Doesn't work or defective

The unit is over 20 years old and andersen will not supply ampules to use the machine, the unit is basically unusable!! This was not informed in the listing. We need to ship the unit back to you and receive full refund.

·11 months agoI think that the actual changes to the policy can be condensed to:
1. ebay is going to make sure the buyer understands that this item is being sold as not working.
2. The timeframe for a snad return is reduced from 30 to 3 days.
The no remorse returns are not a policy change for those who had a no return policy.

·11 months agoFor me: When I list an item (a car part) that I know is non-working. I explain how I came to that conclusion, and describe and photo any "physical" damage that can be seen.
MANY sellers don't describe anything (when listing good or bad parts)
But ALWAYS, for non-working parts, the price reflects the issues.
It's cheap and I'm telling you "everywhere I can" that it does not work. AND, I'm also telling you it's on a One Way Ride. It DOES NOT WORK and even it decides to function correctly when you receive it, I still don't want it back.
So, this new policy is a good thing for me.

·11 months agoThere is an important element that has been omitted here, this item was also sold under a "No Returns" policy. Granted it's still interesting that this means a buyer can not open an MBG NAD claim for up to 30 days, but I do wonder what would happen in the case of an item sold as "For parts" under a "Returns accepted" (30 days, 60 days, whatever) policy.
Please understand, ALL of the above mentioned affects how requests for returns proceed.
(ie,: For parts only / returns accepted / not accepted) it all matters.

·11 months agoThat's great for sellers who are selling items that appear to be in good cosmetic condition but may or may not function due to being "untested."
This means they can just dump the item in a box and ship it with no concern at all. When it shows up smashed to bits and whatever value or potential to be repaired it had at the time of sale is gone and the buyer can no longer recoup their investment from it, the seller will be absolved of any and all accountability.
It's a win-lose situation, if the policy is abused. And it's just screaming to be.

·11 months agoI think a lot of the problems are caused by sellers not clearly setting expectations by not saying what they know about the item and just say "untested" which implies that the item probably works it was just never tested.
Another problem in some categories is buyers who think they know what is wrong with the item and it is a easy fix then if it actually is not easy they want to return.
I have sold quite a lot of for parts over the years and never had a problem.

·11 months agoThere may be truth to that, however any item sold as "for parts" OR "untested" I assume it to be NOT working. As in assume the worst, hope for the best but don't expect it or you will be disappointed.

·11 months agoSeems fair, if I sell something that is "Not Working, only for parts" why should a buyer get to get a refund because it "Isn't Working"? If it works I would expect it to sell for a higher price!
I don't currently sell stuff like that, though I have in the past. How about a stack of old hard drives that you can take the magnets out of? Perhaps you want the magnets.
I've sold coins that I have described as "Dreadful" or "Severely Damaged" They are worth what they are worth.

·11 months agoIn this instance a buyer should not be granted a return but there are many other ways the item can be not as described like the seller said the circuit board was in excellent condition but actually it was corroded beyond repair, This should be allowed a snad return.

·11 months agoGreat News!! Now when buyer opens a Chargeback you STILL get to refund and pay the additional $20 (if you attempt to fight) and will be at the mercy of the 'Bank' which has nothing to do with ebay 'policies/systems'.

·11 months agoNot so fast with your celebration. Buyers are given 3 days to file a "not as described" case on "not working for parts only" items. After the 3 days are up yes you will have the option to decline the return.

The buyer isn't completely left in the dark, but they only have 3 days to act instead of 30. As someone that sells items in this category occasionally, its a good thing for me. But I'm also not a seller that tries to cheat my buyers. I can't say the same for some other sellers.
What the OP is talking about is if they try to do a normal return, you can deny the return a bit differently as mentioned.

I am a bit confused by that statement
First of all we (if you refer to us) are not trying to cheat anyone by advertising item NOT WORKING FOR PARTS. Anyone in the clear state of mind would understand a that it is advertised as NOT WORKING UNIT. So what is a "cheating" portion of it?
From my prospective it is a VERY HONEST listing. if we would advertised not working unit as WORKING that would be a cheating

·11 months agoI may be way off base here but bear with me.
I have developed a suspicious nature in my old age. I tend to look for "what's the angle" with any decision made by any business that looks to be of benefit of subscribers/buyers.
If indeed this new policy is real it would seem to me that MAYBE the powers that be assume it will undermine consumer confidence and kill a catagory that is a concern for them with alot of returns or whatever reason.
It also makes me wonder the same with the new autoparts return rules only from a different angle.
I often wonder reading in these forums "Are they just trying to kill interest in these items?"
Probably off base but it's in my nature to question any new policy, anywhere.................

·11 months agoJust think, you could pickup a late model iphone off the street that had been run over 100 times and take a picture of a different one, sell it for parts then tell the buyer to go pound sand.
Or the old sell a picture of something instead of the actual item could be making a comeback, how awesome!

Or if I buy a broken iPhone 17 that says the screen is cracked but it works perfectly, the seller can send me a bricked iPhone 6 and I have no recourse?

It's no Remorst Returns.
Not As Described returns are accepted (within THREE days of Delivery) and (You must have photographs that clearly show the difference)

An "Item not as described" is a Money Back Guarantee ("MBG") claim. I think 90% of the confusion on this thread arose from that incorrect statement in your initial post.
Apparently, buyers can file a INAD against an "For Parts or not working" listing, they simple have a shorter 3 day window in which to do it.
Yes, what I described is fraud. And I was concerned because your incorrect statement suggested that sellers would have a loophole to commit fraud, but I am glad to see that is not the case.

Test it again TOMORROW with a different Customer Service Rep. Outcome could very well be the opposite of the outcome you experienced today.

I would be more convinced if one of the actual eBay Community contacts was to confirm this. Has this been mentioned in any more-official eBay channel that I might have missed?

Why?? i never said so. I said that if you for example list ipad as NOT WORKING/FOR PARTS buyer can't return it as not working. We had this issue lots of time and had a meeting with ebay leadership with few other sellers discussing it a while ago and question was - if item is listed NOT WORKING, how can buyer open return as NOT WORKING
I never said that you can send a toothbrush instead of ipad and cheat a buyer

·11 months agoYou are correct, however the policy applies to both situations (send a toothbrush instead of ipad) is the same under "not working / no returns" if a buyer opens INAD the outcome is the same. So you are not cheater, but other sellers will be?

OP11 months agowell, it depends i guess on what y sell. we sell mostly highly technical gear and not have means to test most of it due to lack of supporting equipment and time involved of doing so. like for example spectrum analyzer
So unless we know for the fact that it is working, we list as not working for parts
