Good news about De Minimis - Update from Stallion Express
We wanted to update you right away following a major announcement this afternoon from the U.S. administration regarding changes to the Section 321 de minimis policy. You can read the official announcement here:
🔗 White House Fact Sheet – April 2, 2025
Key Takeaways:
Section 321 de minimis is here to stay for goods that are not made in China. This means you can continue shipping non-China origin goods from Canada to the U.S. duty-free, as long as the shipment value is $800 USD or less.
However, starting May 2, 2025, de minimis will no longer apply to goods made in China.
What’s still unclear is whether this change applies only to goods shipped directly from China, or if it will also apply to goods made in China but shipped from another country, such as Canada.
We’ve already reached out to our partnered customs brokers and the CBP for clarification. We’ll send another update as soon as we get confirmation on how the new rule will be enforced.
In the meantime, we want you to know that we're prepared. Our DDU (Delivered Duty Unpaid) option is already available and our team is in the final testing stages of our DDP (Delivered Duty Paid) solution, in case made-in-China goods shipped from Canada are impacted. We'll share more details and step-by-step instructions once that solution is ready.
We’re keeping a close eye on developments and will continue to keep you informed so you can plan with confidence.
If you have any questions in the meantime, feel free to reach out, we’re here to help.
Best regards,
The Stallion Team

·1 year agoMaybe…
all the addicted shoppers of Temu and Shein will now have to turn to Ebay (and Etsy?) to get their ‘feel good’ purchases and packages arriving in their homes and trinket or something new to wear satisfaction. I don’t think all of them can go cold turkey, and when their Chinese package is being held for a 30% ransom (embarrassing and time consuming for them!) hopefully shopping back in the USA will be a warm fuzzy for them to land.
(The other thread on tariffs got locked, putting my positive hope here.)

OP1 year agoOne can hope with the tariffs on China people will buy more on eBay and get things locally. I'm kind of concerned about how tariffs will play out on small purchases. It's kind of a wait and see situation. I've read it will be $25 or 30%, and there's speculation that if 30% is less than $25 then the $25 is what's tariffed. Will not be good for very small purchases. They're also tariffing China made goods coming from any country (to close a third party loophole of goods being shipped through another country), so that includes my China banknotes and stamps, Hong Kong items, etc. They will be moved to the Canadian store when the tariffs hit, and then if there are tariffs when people know it's shipped from Canada that falls in the category of "too bad". But I'm not going to pay the duties paid postage to ship my China/Hong Kong items as domestic USA shipments. (To do this I'd have to pay duty when I buy postage, and until I find out how bad that will be I'm holding off on keeping the listings up when this becomes live).

·1 year agoIt will be interesting to see how it is determined on items not so obviously Asian or Chinese such as your bank notes - I am thinking minerals from China, Chinese Turquoise- will that have a tariff if sold in the US? And who will police these sales within the US? BOTS, A.I. ?

·1 year agoI hope things work out for you. It makes it so difficult to make plans when you have so much riding on what they end up doing.

OP1 year agoAll I can say is I'm glad I didn't quit my day job to work on this full time (that would have included time working at the B&M store for which I could be paid a wage, but the wage would be quite low compared to what I'm paid now). I'd hate to have to worry about paying my bills with this going on and not knowing what's going to happen.

·1 year ago@sin-n-dex Well, you have at least three things in your favor (or so it seems to me). 1. For now, you still have the de minimis exception, and can continue to benefit from that with your US buyers. 2. There appears to be something of a surge in "Buy Canadian" demand within Canada, which will likely help you with your domestic sales. 3. While the Administration has voiced its intent to remove the de minimis exception from every country as soon as the functionality is in place to process the packages, a stated intent and actually following through without changing the intent has not been a hallmark of the Tariff process so far, so there is still the possibility that the de minimis might continue indefinitely, or might continue but at a reduced dollar figure. I would plan for its elimination, but would remain hopeful.
I applaud you for adapting so well to a challenging situation.

OP1 year agoIt's true that de minimis helps me keeping shipping to the US, and that the plans to remove it might not happen very quickly (or it might be some drama while they try to do it like last time, then they revert back). I'm hopeful they won't bother collecting duty on every single package, but it's kind of interesting to see how that will play out.
As for the domestic sales, with a USA location the Canadians are staying away from my store. However the big sales this past month (for custom listings) are a couple of guys in Montreal, Canada that bought one thing for a tiny bit of money and became repeat buyers when they found out their order is shipped from Canada.
The only thing I can do is send out offers and let people know the scoop on the tariffs (as of right now) and hope if that was an issue and they wanted to buy, that they will buy anyway. I've got a store set up on eBay Canada right now to try and market to Canadians but it needs many more items to be successful. Right now we have auctions going and 95 fixed price listings. I've been busy with no time to list for the past week.

·1 year ago@sin-n-dex hate to be the bearer of bad news but I believe Stallion Express may have jumped the gun here.
Yes, that page they linked to only mentions China but that is just a short summary about China specifically.
However, the full executive order, Section H (which applies to all countries), says the de minimis will stay in place until the Secretary of Commerce says systems are ready - at which point it will be going away for all countries.
https://www.whitehouse.gov/presidential-actions/2025/04/regulating-imports-with-a-reciprocal-tariff-to-rectify-trade-practices-that-contribute-to-large-and-persistent-annual-united-states-goods-trade-deficits/
So you may still have some time left but it's eventually coming....unless of course he changes his mind and gives everyone whiplash again. 🙄

·1 year agoThe de minimus might change $$ wise but it will not be eliminated. The US does not have the man-power to implement this change successfully.
I believe the Dump Administration would need to hire 22,000 customs agents to handle the plethora of packages coming in from around the world.
And we all know this administration is about cutting government jobs not increasing the workforce.
valueaddedresource
·1 year ago@silverdreamfilm I understand where you are coming from and it's certainly possible they will simply change the $$ amount instead of getting rid of it completely.
But that is purely conjecture at this point and I think it's important for sellers to be informed about what the actual Executive Orders which have actually been signed actually say at this point in time so they can be prepared in case nothing changes and we really are stuck with things as they actually are.

OP1 year agoStallion sent out a follow up message today to let us know that the China loophole applies to all goods from China shipped from any country.
They also did say de minimis is going to come to an end when there's a process in place to deal with it.
If they are as effective at creating processes as the company I work for, we've got little to worry about. I was told we'd get new software in 2-4 weeks about a year ago, and it still doesn't work. That was supposed to be an easy problem for us to fix, dealing with millions of packages having duty added is a much bigger problem.

·1 year agoThat is good news @sin-n-dex !
Use the time you have now to insulate yourself (or have a contingency plan) if this changes.
sin-n-dex
OP1 year agoIf I can't ship through USPS (and use Stallion as the carrier to get it there), I'll update the listings to say the location is Canada. eBay Canada has some good rates with Canada Post, sometimes even cheaper than what I'm doing now. But there are advantages to shipping with USPS (like it clears the border in 1-2 days instead of a long time like some Canada Post packages).
Been working on a what if plan, but I kept hiding listings to see what was happening before implementing any big changes. I'll have to be offline for a few days if I need to update the location. I have 11K in listings and it will take 3-4 days to update with my software.

Thanks for posting that. That is certainly good news for ebay sellers (and buyers).
As I've pointed out in the past, one study showed that the average de minimis shipment is valued at about $54....so... even if the US ultimately lowers the de minimis by , say, half, most sellers would still be good...
sin-n-dex
OP1 year agoI think my most expensive item is $350. Most sales I have are under $100.
They are doing away with de minimis on China goods on May 2 from what I read. That was the intent of doing away with de minimis when this started last year.

Yay, that's great news.. Thank you for sharing..

OP1 year agoTBH, I posted in the wrong forum. I meant to post this in the eBay Canada forum.
But I guess people here can benefit from knowing what's going on if they buy internationally.

·1 year agoI do and I was being genuine.
I frequently buy from Canada, Australia too so it's great news.

OP1 year agoI'm in Canada and I use Stallion Express to transport my goods across the border to be shipped with USPS as domestic shipments for USA buyers.
Without de minimis, I would not be able to run my eBay business this way.
This is definitely really good news for me (and my listings have been made visible again, I was waiting to see what might happen today).
