funds on hold

Has anyone else had all their funds put on hold by Ebay just because one person opened a claim for not receiving their package ( USPS delay, not mine) --- doesn't seem right they can hold everything for just a small amount of a claim ????

"Each hold may be based on factors including selling history, seller performance, returns, chargebacks, riskiness of the listing category, transaction value, the ability to make direct debits from your Linked Financial Account, or the filing of eBay Buyer Protection Program claims. We also may cancel or freeze the settlement of your proceeds as necessary for fraud, risk management, or compliance purposes."

"Risk management purposes" = "whenever we feel like it" Or whenever we need to make the bottom line look better for the end of quarter, and take all of the "suspect" funds to the markets to make lots of interest. 12 days at 4% sounds puny but when you have millions, it adds up. A Better income sheet helps spike those bonuses, too!
