I should have asked this sooner...

Is there any way to make a shipping policy that has free shipping but calculated Expedited Shipping?

While this can be done as @nobody*s_perfectexplained but it raises an interesting question that some buyers may ask. I would assume that with the free shipping option you have baked the cost of the shipping into the item price. That would be the same price a buyer would pay if they selected the expedited shipping so not only would they in essence be paying for the shipping baked into the item price but they would also be paying the full retail on the expedited shipping.

I do share the ebay discount and try to keep the shipping lean

So far they are inexpensive items with little baked in anyway

I don't think I will use it beyond this

We're a little fish in this pond so the odds are slim anyone will use it

Yes. Just set up a listing with calculated shipping, choose your two shipping services, and check off "Free" for the first one.
