I am writing to formally dispute the $16.79 transaction fee and the resulting collection notice on my account.
This situation came as a complete surprise because I was never aware that this order had been placed.
I use Sign in with Apple with Apple's Hide My Email feature enabled. I never received any email notifications regarding:
the buyer's purchase,
the payment,
the refund,
the transaction fee,
the negative balance, or
any reminders regarding the outstanding amount.
I only became aware of this issue after receiving a recent collection warning email. When I logged into my eBay account, I discovered that all of these notifications existed only in my eBay Messages and had been there for nearly a year, but I had never received them in my email inbox.
Additionally:
I never connected a payout method to my eBay account.
I never received any payment or deposit from eBay.
The item was never shipped.
The buyer received a full refund.
I did not receive any financial benefit from this transaction.
Given these circumstances, I respectfully request:
A written explanation of how the $16.79 transaction fee was calculated.
Confirmation of which email address eBay used to send notifications and whether they were successfully delivered.
A review of why I was never notified before collection activity began.
Removal of the $16.79 fee as a one-time goodwill adjustment, since I never received any proceeds from the sale and was unaware of the issue due to the notification problem.
I have always intended to comply with eBay's policies, and had I received the original notifications, I would have addressed this matter immediately rather than allowing it to remain unresolved.
I respectfully request that this case be escalated to a supervisor or the Payments/Billing team for a thorough review.

Moral of the story:
NEVER trust email to be 100% reliable.
ALWAYS check your internal Messages on eBay at least once or twice a week, and all of this could have been totally avoided. Once a day is even better for active sellers.
You put yourself behind the 8-ball here... your 4 requests of expecting eBay to go thru all sorts of hoops because of your inaction is totally unreasonable. I recommend you immediately pay the measly $16.79 and keep it out of collections that could negatively impact your credit history (assuming it's not already too late). I laughed over "Removal of the $16.79 fee as a one-time goodwill adjustment..." - after nearly a year of ignoring what was right there in your Messages in our selling account, you want eBay to show a gesture of "goodwill"?
You're also running the risk of being permanently booted from selling on eBay.

Please be aware that you have not contacted eBay -- you have only contacted the eBay Community Board, which is composed of volunteer (unpaid) eBay sellers and buyers, none of whom are eBay employees.
You will need to address your concerns to the following address:

And you will also need to send a copy of the letter to the collections agency from which you are receiving the dunning letters.

So you listed an item for sale and then didn't look at your ebay account for almost a year????
Ebay policy is that when an item sells, the seller is charged fees based on price, shipping, and taxes. That's how they came up with the amount of $16.79. Ebay will refund those fees if a seller refunds the buyer on their own accord.
But since you didn't send the item after it sold, ebay had to step in and refund the buyer. And in that case, they keep the fees.
You can try to contact ebay customer service and see if they'll give you that one-time "goodwill adjustment" you are looking for. But I wouldn't count on it.
