Yes a buyer can leave feedback even if refunded. If it's a neutral or negative and buyer either files a case against a seller or cancels then those type feedbacks should be appealed and removed.
Yes, they can, unless it was a buyer-initiated cancellation (formally, not just in a message to you). Other situations can result in their feedback being removed or them being required to edit it (that’s a relatively recent change), but I don’t recall any others that will block them from leaving it.

It's best not to argue with the buyer about a refund.
Always try to be nice with the questions of a refund for an item.
And that might bring a positive feedback instead of a nasty feedback.
And sometimes it's best not to reply to a negative feedback.
