eBay says I don't ship to certain states

I don't know if anyone else has had this problem. It's just happening with my listings of postcards. Someone wants to buy one and eBay says I do not ship to their state. I've been shipping all over the world for the last 15 years so it's kind of strange. I tried deleting the listing and doing it over but that did not help. Any ideas?

Your listings state "shipping not specified." You need to add a shipping service and price.
