she said it would not let her change when paying??
Before contemplating any action be sure to verify that the person sending you the message about changing the delivery address is actually your buyer. If the ID on the message is not that of the buyer then you are being led into a change-of-address scam by a third-party scammer. Your real buyer would know nothing about this. If the ID on the message does not match that of your buyer then just ignore it and ship to the address received with the payment.
You will lose your seller protection against an Item not received dispute by shipping to any address other than the one you receive with the payment. Your buyer has the ability to put in a different Ship To address when paying - before payment is sent. Any problem they claim to be having is not YOUR problem so they should contact Customer Service if they need help figuring out how to change their delivery address.
For a low dollar amount, I might change it...IF she can tell me the name and address used when paying.

If you send the item to a different address you will lose seller protection. You would need to ask the buyer if they want to cancel the transaction so they can correct their address. Once you've canceled you can relist the widget so your buyer can purchase again with the correct shipping address.
You will lose all seller protections if you change the address. Buyer can file non-receipt claim and you will be forced to refund even if tracking confirms delivery.
Tell the buyer you can either ship to the address on the order or you can cancel the order (select "problem with address" when cancelling). Buyer can re-purchase and enter the new address at checkout.
If they say they can't change their address at checkout then maybe they're not seeing the edit link. I've never had an issue entering a different address before submitting payment.
Just looked at your listings and the sale was less than $15 - if you're OK changing the address and risking the loss of $15 you can do it. But know you may be giving away money if the buyer is attempting a scam. Use your judgement and do what's best for your business/hobby/finances.
Give the buyer a link to this page for updating both their shipping and registration addresses:
