It's not that the phone lines are unavailable... They're non-existent and have been for many years if it's necessary to reach a real eBay CS employee who has the authority to solve a problem or pass you along to someone at eBay who can.
Ebay has no direct number. You need to contact them by going through Chatbox and have a representative call you back. You might get a faster and accurate response here if you ask the question.
