eBay Customer "Service" unhelpful -- need to find out if a buyer is in a Helene zone | Selling

An item I listed closed over the weekend Helene decimated Southern Appalachia. The item got one bid soon after listing. I haven't heard from the buyer, who is very possibly in an area affected by Hurricane Helene. I called eBay customer "service" and asked if they could look up the buyer to see if the address is in a disaster area. "The buyer hasn't provided shipping information." Well, duh... But eBay can look at the buyer's profile and see where he/she/they live. I'm not asking for contact information! I'm asking for geographic details so I can determine if I give the person more time to deal with non-life-threatening matters.Why isn't eBay helpful in emergencies?
