eBay banner says "placing temporary hold on payouts for up to 5 days while they review some details"
Why do I have this red banner saying this? I'm negative -$1.48, but they won't give me an option to pay it off.

Why do you think it's shows a negative balance?
It clearly shows you have a positive balance of $1.48
As for the temporary hold, there are a variety of reason why eBay does this, I don't see anything in your solds that would be a red flag (high value for example). eBay does these random payout holds, in many cases you just get a message that the hold has been listed, in other cases they request delivery confirmation or invoices for the items you are selling.
You just have to wait it out.

From what I have read on these forums, this message usually results from a sudden and identifiable positive change in a seller's selling patterns.
In late December you sold three computer accessories over a 5-day time span. This, after no sales for what seems to have been a prolonged period (please correct me if I am wrong).
In other words, a computer bot has noticed something "unusual." You know its a bot because you cannot resolve it, even if by doing so you would be benefiting eBay.
If the items sold were new, eBay may be preparing to ask you for receipts. Just a guess.

Also check your messsges and email for something from ebay.
Contact customer service on the 6th day if you havent got any intructions from ebay via messages or email.
Its important that follow the instructions if you wish to resolve the issue.
Its likely that you know why the banner is there. Be prepared to address this issue honestly and directly when you talk to ebay. You need to explain how your going to prevent whatever happened from happening again. What steps are u going to take? You also need to read and understand all the ebay policies.
