Something doesn't have to be a prescription to be regulated in OTC sales. I take Sudafed for allergies - I don't need a prescription, but I have to sign for it, even for the very mildest dose formulation that I use.
The needles are regulated due to the uses they can be put to, injecting steroids being one big one. Can't do much with syringes without needles.
Because buying syringes over the counter is governed by different laws than selling syringes. And those laws can vary from state-to-state (and also country-to-country), making them impossible to sell on eBay—and still comply with all the legalities.

Like you, i also have/use the different styles of syringes for crafting. Was thinking ‘needles’ but wrote ‘syringes’ as if they were interchangeable. My bad!
The ability to purchase them "over the counter" is dependent in a lot of individual state laws. I live in VA and while you can purchase diabetic insulin needles over the counter you have to provide proof of your diabetic history to be able to do so.
Virginia also requires sellers to have a state board issued permit/license to be able to sell the needles.
All the big mail order diabetic supply companies use to sell them on eBay. I just noticed they don't anymore.
I buy them from Amazon from the big mail order diabetic supply places. They are a couple bucks more expensive on Amazon than buying them direct from the mail order places but I get them the same or next day because of my Prime membership.

I know that if I need to do that every day; the last place I would be 'buying' them is ANYWHERE on the internet.
