The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that means giving you the advice you want to hear instead of the advice you need to have.
On demand Customer Service by phone is reserved for sellers that pay eBay thousands of dollars a month in fees. If you had a problem you can state it here and there might be a solution. Also try to google the issue. Also try the boards in the UK.

I have never paid "thousands of dollars a month in fees" I barely have a thousand in SALES if that, the few times I have requested a call back I've always got one and usually in less than a minute after requesting one.
You've already been answered, but I'll add this: If you find a customer service number for eBay anywhere online, it either will be a discontinued number that will not allow you to reach anyone, or more likely a scammer. DO NOT GOOGLE FOR NUMBERS!
There is no way to deal with your problem by phone.
You can attempt to get a callback using the support chat.
You were provided with a reason for the problem in the email notification. It may be vague. Selling bootleg lps could be a reason, but there are others.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.
Protip.
Write out your problem before you post, read it for errors in timeline, spelling and grammar.
Not only does this make the reps job easier, but sometimes the exercise makes the answer clear to you.
You are in the UK and those are the addresses for the US site.
Your problems may have different solutions under British law.
Usual problems for sellers are:
Buyer has not paid
>Open an Unpaid Item Dispute after 96 hours have passed.
Shipment was returned as Undeliverable.
>You don't owe the buyer a penny under eBay rules, but most sellers will refund the purchase priceless their shipping costs.
You received an "unfair" feedback.
>You can ask for it to be removed, but feedback is an opinion and rarely changed.
You are being harrassed by a potential customer
>Block them and add "no communication" .
