COOL Country of Origin Labeling

Question

I received an email from Ebay Mainstreet today prompting for action on the COOL Online Act (Country of Origin Labeling)

I've been searching for more detailed information about whether or not this will apply to used items and have been unable to find any (even on Ebay Mainstreet)

If anyone knows more about this issue and if it applies to used items that would be great

BTW - To be accurate I did find detailed information about it from the USDA...

My understanding of the COOL act is that it pertains to food commodities. The only requirements I could find is, stating what country the product was manufactured in or originated from.

As already stated, used goods and small (<$20,000) sellers are exempt. But, as I see it, the COOL Act does nothing that would hinder me as a Seller. All I would have to do is to indicate where the item was made and then indicate where my business is located. That's all good to me because, as a Buyer, I want to know if I am dealing with a foreign (usually Chinese) seller. I've had frequent problems with Sellers who pretend they are stateside when they are actually based in China. Shipping information is a disaster. These fraudulent sellers provide fake tracking numbers and they have no idea where the package is because it is all done by a third party. So maybe this COOL Act is an attempt to clean up this mess. If anyone can tell me how this is a hardship for small sellers, please let me know.

Used articles, food products, and prescription drugs are exempt as are small sellers (with annual sales under $20,000 and fewer than 200 sales)
