Probably a good thing, since without the UPU treaty we would be back to the status quo ante of 1873, when any being sent internationally needed stamps from the originating country plus stamps from every country it would pass through on its way to the recipient.
Or be carried "by favour" which occasionally is seen on older covers. (DH is a collector of postal history.)
Can you imagine how long it would take USPS to negotiate separate agreements with the 175+ postal systems currently signatories to the UPU?
I'd be surprised if the USPS loss was only 185K though, that's less than members of the Board of Directors get for a couple of meetings a year. You may have missed a zero. Or two.
Certainly the total lost by "Western" postal systems was beyond annoying, especially with the sudden huge growth of China's export business, both large scale * and small scale like our competitors.
China will be paying something like 165% more than it was paying in 2019, although it is unclear to me if that will cover USPS costs.

All UPU members hope to do is cover costs, and that's allowing for those losses from "developing" postal systems reckoned in .
The UPU treaty was meant to encourage trade, as was Imperial Penny Postage which the British Empire adopted in 1898.
*My city built a bridge with Chinese steel. And then rebuilt it with Canadian steel.

·3 years agoThere is some sort of deal between the USPS post office too with China. This nonsense has been going on for long time. NOt sure to put the blame on a president BEFORE Trump or Congress or whoever oks these postal deals. Every item delivered by the USPS from China is costing the post office money. That cushy deal must be scrapped.

The Universal Postal Union founded in 1874 and the reason you can stamp a Christmas card in the USA and have it delivered to your nonna in Italy without difficulty.
The UPU has special rates for the handling of mail from 'developing ' countries.
In 2016 after years of effort, including Western postal systems putting very low priority on sorting* and delivering Chinese mail, China Post finally agreed that they were not a developing country like Rwanda or Paraguay, and consented to (sloooooowly ) raise their rates for international shipping.

*There are hundreds of archived posts about delays in shipments from China before then just here on eBay. Much of this was the UPU work to order policy. (Some was the influx of fentanyl which was at the time legal in China and easy to smuggle in small quantities.)

·3 years agoIt stems from provisions in the Universal Postal Union, an agreement / treaty between 160+ nations that is about 150 years old now. It is complex, and the "development" status of the individual nations comes into play, among other things, but the result of certain aspects of the treaty is that China got such a discount on postage that it was actually below USPS costs, to the tune of a loss of about $185K a year to USPS in 2018. It cost less for someone in China to mail me a widget than it would cost someone here in the U.S. to mail me the same widget.
Trump tried to get the U.S. to withdraw from the UPU agreement, and actually gave "notice to exit" the treaty in 2019, but he failed to get the support needed to do so. The threat did some good, at least, as China began paying more in 2020 and by 2025 (I think it is) China will be paying something like 165% more than it was paying in 2019, although it is unclear to me if that will cover USPS costs.
As I say, it's complicated and I'm working from memory here but that's the basic story.

Not all sellers in China offer free shipping. Only the ones that are selling things rather cheap & flimsy. Most China sellers provide Speedpak as their service as well, so there should be a tracking number. If they don't provide that service, I wouldn't buy from them. Did you pay $27 out of your own pocket? I would hope not. I would have cancelled that transaction or ask the buyer to remit the money to ship. Where shipping is concerned its everyones choice if they want to give free shipping or not. Same thing applies in the US.

·3 years agoThe Chinese seller paid less for the item than 99c and the Chinese government subsidizes exporters.
If their cost of procurement is 1/20th of a penny and shipping is 50c , the seller is making a little under 50c on his sale, before fees and packaging of course.
And a cup of coffee is $1.85 at my local donut shop.
Maybe the USA needs a "communist" government which will support small businesses like the Chinese government does. 😎
