Can a nonpaying bidder leave a seller feedback even if you wait the full 4 days to cancel? | Selling

Every time I try to find out about this I hear it both ways, firstly that they can leave negative feedback after a seller cancels the order after 4 days and it might be removed after the fact and secondly others say that the buyer can't leave negative feedback period as long as the seller waits the 4 full days to cancel it. So which way is it? Can a buyer leave feedback if the sellers cancels due to them not paying or can't they leave feedback period when a seller cancels the order after 4 days of non paying?
