Can a more experienced seller on this board explain to me how............
...............you send an offer to a watcher for an item you have for sale only to find the offer was sent to a potential buyer in a country to which you do not ship?
On the seller end, the offer is blind. The platform insists on/ensures that. We have no way to know where the offer is going.
Would not one think that if the buyer had an account in a nation that was excluded from your shipping profile, it would be "impossible" for an offer to be sent to that aforementioned buyer?
Anyone have a similar experience?

OP7 months agoYes, from the beginning of my selling years ago and rechecked when I resumed selling around 2 years ago.
Also rechecked just now. That exclusion is and has always been in place. Hence my head scratching.

·7 months agoYou do have New Zealand excluded (under Oceania).
Do you also apply buyer exclusions here? The setting "Block buyers whose primary shipping address is in a location to which I don’t ship"

If the answer is yes then the buyer's primary shipping address on their account may be in the US even though they are registered in New Zealand. We can all store multiple shipping addresses on our accounts.

2. I do not ship internationally as shipping parameters are set up
3. The buyer nonetheless received my offer as a watcher of an item

·7 months agoNot offering direct international shipping is not the same as specifically excluding international locations and setting up a buyer block for excluded locations.
Also just because they are registered in whatever country, that doesn't mean their primary shipping address isn't in the US.
1. What is the item number?
2. What is the buyer's registered country?

·7 months agoIf the buyer is blocked by your buyer exclusions then they will not receive an offer.
Either the buyer has a primary address in the US (freight forwarder), or the listing is eligible for eIS to their country, or you didn't set up an exclusion so the buyer is waiting for an invoice with a direct ship cost added.
