Buyer offers were displayed with a "promote listing" blue bubble

Received a notification (top right in my ebay) that I had 2 offers.
when I clicked on that box, the two offers listings were presented with the blue bubbles "promote listing".
why would i promote a listing to pay more when i already had an offer (I don't use promoted listings anyway)?
there was no link there to continue to review the offer.
There was nothing in 'my messages' about either offer.
I had to go into the listing and go to the green bar at the top left to see "review offer" and proceed from there.
It is bad enough that offers disappear until the buyer pays but now the offer itself is practically hidden.
