Buyer gives partial address and opens INR case. Need help with partial refund
Buyer with zero feedback buys from me and then opens an INR case right off, noting in the notes that they are "still interested in the book, but it shows it's being returned."
I reply to the case with a message telling her I will refund minus shipping costs upon receipt of the item.
I have it back and have taken a picture of the return on the label with return postage cost to get it back.
It turns out they didn't add their unit number to their main address. (ChatCPT and Ask AI tells me this could be a scam due to zero feedback and rushing to open an INR case before contacting me.)
My issue is I can't do a partial refund through the INR case and I can't refund regularly due to the INR case still being open.
How do I go about closing this case AND issuing a partial refund? Thank you!

You need to go to the INR and respond:
You need to add a new tracking number and copy and paste the tracking number (yes, the tracking number they already have)
Then in the message box, write that this was mailed to the address provided by the buyer and attempted delivery was made on XX/XX/XX date.
Evidence of successful delivery
We require all of the following to prove a successful on-time delivery:
After the required amount of time, ask ebay to step in and they will close the INR in your favor because of the attempted delivery. Then you can go back to the order and send a refund.
