Buyer from Belgium opens case for item refused.
I have a buyer from Belgium who opened a case for an item not received. The tracking says Returned (Refused Item). Do I have to give a refund for this?

OP3 years agoJust a followup. I received a message from Ebay just now saying the dispute was found in the buyers favor and the buyer received the funds and plus I owe Ebay $20. I thought if the tracking says the buyer refused delivery I was covered? Is there a way to dispute this. Does this give me a defect?
