buyer cancelling multiple times

Discussion interactions are currently paused.

I had a buyer purchase an item and immediately requested to cancel and be refunded. I cancelled the order and issued a refund. A few days later same buyer purchased the same item and again immediately cancelled and requested a refund. My question is can I withhold a cancellation fee or should I just block the buyer

Eat the cancellation and list somewhere else. I just had this happen 3 times in a row for a tech item that is losing value weekly. If eBay can't sort out garbage like this then everyone should take your selling elsewhere.

I'm sure the seller has moved on since this incident. After all, the thread is almost 3 years old.
