Buyer accidentally cancelled
A buyer won my listing today but cancelled instead of paying. I sent a message to second bidder and relisted . The original buyer messaged me to apologize, saying he somehow cancelled the order instead of paying. He wanted the item, and still does. I told him I had relisted it with a second chance BIN offer to the next bidder (at less than he originally offered). I sent the first bidder the URL for the relist but he said it won’t let him buy it. Is the relist only for the second bidder? Is ebay not letting the original bidder bid because he cancelled?

As others have said, buyer have NO ability to cancel a transaction after they have purchased something. They can Request a Cancellation from you, but only the seller can actually approve that and process the actual cancellation.
So did they request the cancellation and you agreed to it? Otherwise please explain how you think the buyer was able to cancel the purchase so we can better understand and better help you.
You sent a Second Change Offer to the next highest bidder, is that correct. That isn't actually "relisting" the item, no one else sees the Offer except the buyer you sent it too. SCOs are wonderful tools.
We do need to try and figure out exactly what the buyer actually did so that you can try to protect your Feedback if the first buyer is upset.

·2 years agoThe URL given to the second chance buyer is ONLY good for that buyer.
If it was me I would wait to see if the underbidder is going to buy (how long did you give them?) and if they don't then relist as Fixed Price for what the original winner bid and let them buy it.
People make mistakes, I see no reason to leap to conclusions and block them, maybe it's because I'm here to make sales to ANYONE and I don't require that my buyers be saints.

·2 years agoSounds like multiple problems. First what does the order status show in your seller hub for the original auction winner? Does is show awaiting payment? As @bonjourami stated the buyer can NOT cancel an order only the seller can do that.
On your BIN listing which buyer cannot buy it the next bidder or the bidder that won the auction the first time? If they cannot pay it is a issue on the buyers end unless you have you account settings set to limit your buyers from multiple purchases within xx days.

·2 years agoI had a buyer purchase and immediately cancel this week, but the cancellation request required me to respond to actually cancel. That’s all a buyer can do on their end. Did you agree to the request?
A second chance offer only goes to the bidder you sent it to.

·2 years agoThat's right. And if I had a buyer
who complicated things for me by making that claim
I'd block him.
