Hello, a buyer opened a case for a product that did not arrive. The shipment tracking number indicates that the shipment has been delivered to the buyer's country. It is Sweden. The buyer is from Ukraine and lives in Sweden. The shipment tracking number shows the following information:

But the tracking number of the shipment does not indicate that the buyer signed and received the shipment. So, can I provide a tracking number to eBay as it is and close the case I also contacted the buyer and did not get a response

This is why Freight Forwarders are a Good Thing.
When the purchase is delivered to the FF, the seller's responsibility for delivery ends.
And **bleep** usually provide customs brokerage as part of their service.
Put the tracking number into the case.
EBay has it already, but do it anyway.
There is a Customs Hold scam, whereby the scammer makes an INR claim because he has not picked up the purchase. Once refunded , he pay the import fees (a small percentage of the value) and takes the purchase home.
