Is this for one current auction listing or multiple ones? If it’s just for one listing, why would you want to cancel all of the buyer’s bids? Wouldn’t you just want to cancel their highest one if they are the current high bidder? You can leave their lower ones as they just helped you raise the current winning bid.
So just cancel their highest bid and throw that buyer into your blocked buyers list so they can’t bid on your listings anymore.
Multiple items. Actually I'm thinking the buyer is deceased and has a lot of proxy bids. Is there a way to cancel all bids on all items that this buyer has bid upon without having to go into each and every item?

Cancelling removes all bids. You can't just cancel the highest.
There may need to be 12+ hours remaining in the auction for you to be able to cancel any bids. Cancelling all bids and ending the listing will mean incurring a fee; doesn't sound like that's what you're asking about but seems prudent to mention just in case.
