BEING CHARGED PROMO FEES FOR ***NON PROMOTED*** ITEMS
Today I was charge a $3 fee for a promoted item. The problem i I did not promote the item. The price was only $14 so why would I promote such an inexpensive item. When I called eBay this was the advise:
CANCEL THE ORDER
So if I do that the customer gets upset and I get a black mark on my seller account. Great advice!
So basically I am screwed! Da**ed if I do da**ed if I don't!

Check Seller Hub/Marketing/Campaigns
click, then scroll down and you can 'exclude' certain items; otherwise
ALL items in ALL Categories in ALL conditions are included.

While this might not help what happened, something to keep in mind:
Anytime a promoted item is visited and that visit leads to a sale on another item in your store (because the promotion led the buyer there) you will get hit with a promotion fee.
While that is how is essentially works, I have to agree, its not very seller friendly. However eBay's take is that a promoted listing brought that buyer to your store. That is why they charged the fee.

Priority campaign strategy
How priority ad fees are charged:
You will always be charged for valid clicks on listings promoted using a priority strategy, regardless of whether a sale is attributed to that click.
Personally, I have a few items that I promote, but at the lowest possible %. So that at least the hit doesn't feel as bad. I don't use Priority strategy though, as described above, but that is where I get the impression of what they term "halo" sales.
I would recommend not canceling the order, but perhaps review your promotions and items promoted, adjust rates. Keep in mind, it takes up to 30 days for previous "clicks" to timeout at the current rates you may have promoted now.

OP5 months agoThank you for your reply. Here’s the thing, I don’t use promoted listings. I used one once a few months ago. But that was it. The item sold. So does that mean that I’ll get dinged with extra fees forever now? I’m not sure where on the lusting to exclude promoted listings, I thought that promoted listings was something you had to add.

You have to scroll down to Campaign Overview.
Under here will be any active or recent promotions. You also have the Actions option (3 vertical dots) to pause, end, etc.
