This has happened to me multiple times. What you need to do is if the buyer doesn't respond cancel the transaction and refund the buyer. Then send a friendly message to the buyer that you cancelled the transaction because they didn't make arrangements for pick up and Ebay requires you to cancel the transaction if no response. If they come back with they are still interested and want to work it out tell them whatever you feel. If you want to go through with it when can they pick up and buy again whenever ready or you as the seller are no longer interested.

Why not call the buyer? If the buyer paid, you have their phone number in the order details.
The last time I had that happen, which was a while ago, I gave the buyer a week to pick it up/make arrangements to do so and when they didn't I cancelled the purchase and refunded them. That was two years ago, so I'm sure the reasons for cancelling have changed since then, but I would put the onus on the buyer.
