Antique Black Powder Musket

EBay allows selling antique flintlock or percussion cap parts. I always thought they did not allow selling the completed gun. Recently, I've seen several black powder pistols sold. Did they just get away with something, or is it actually allowed? I couldn't find a specific policy that addresses black powder, but based on previous experience, that doesn't necessarily matter to the eBay police.

Were they listed as display non shootable or were they shootable as is? If they could easily be converted back to fire able, report them.
