2 YEAR HISTORY REPEAT CUSTOMERS "WERE NON-PROMOTED SALES"

I'm so glad that I get to see repeat customers who made a purchase up to two years ago and it was a direct, organic sale but now they re-purchase the item and it's SOLD VIA PROMOTED LISTINGS. Where is the HALO clause for repeat customers? Yes, I know, I am supposed to notify everyone in the world how to navigate and make a purchase on a non-sponsored listing when they attempt to make a purchase. NO, if a buyer is a repeat customer, purchasing the same item, it is not being sold with the assist of PL's. Also, it used to fall of if a customer found you and made a purchase via PL's and then repurchased after 30 days. The obvious goal for eBay is to brand every sale and buyer as a SOLD VIA PROMOTED LISTINGS enter AD FEE STANDARD tattoo on every GDS!!!

Could you be a bit more clear?

I get that you are saying the buyer bought the item 2 years ago, and it was not promoted at that time. Are you saying the recent purchase (the re-purchase) was a non-promoted listing? And you were charged the PLS fee anyway?
