Why was the Seller charged for a Return shipping label?

I'm confused. I thought ebay policy on Returns was that the buyer pays return shipping. In this case the buyer filed for a Return and Refund which I honored. I received the item back, issued the total refund then 2 weeks later my credit card was charge for the buyer return shipping label.

Can someone please explain to me what I am failing to understand.

If the buyer files a return request due to something covered by the eBay Money Back Guarantee, such as receiving the wrong item or a damaged item, the seller is responsible for the return shipping label. If not, the seller’s return policy applies, which can be to provide free returns to buyers (meaning the seller pays for the label), buyer-paid returns, or no returns (which means the seller has the ability to decline remorse returns entirely).

On eBay it depends on the return reason. If the buyer selects item not as describedor similar, the seller is responsible for the return shipping, so the label cost is charged to the seller. Buyers only pay return shipping when it’s a buyer’s remorse reason like changed mind
