What would happen if a buyer used a return label on a flat rate box or envelope?

Kind of curious, if a seller had â€œbuyer pays return shippingâ€ and buyer opened a return for didnâ€™t fit. Lets say the item was shipping in a flat rate envelope. and they recycled and used the envelope, what would happen? Would USPS not deliver it? Would Usps charge for extra funding on delivery? would ebay charge the buyer? kind of curious

If the buyer received the item in a PFRE, they can reuse that same PFRE to return the item.  WHen a seller offers returns with buyer paying, the price of the label is deducted from the buyer's refund.
