File a 'Return Request' from your Purchase History ... choosing 'Item doesn't match description or photos' as the reason for the request.
If the seller doesn't provide a prepaid shipping label within 3 business days ... return to your open request and ask eBay to step in. eBay WILL make it right.
PS: Although we don't know what happened exactly (and I'm sure you'll be forthcoming), are you aware that those two recent feedbacks received as a buyer are against eBay rules and that you can get them removed by contacting eBay?

You received an item that was not as described?
You opened an item not as described case within 30 days of receipt?
You then returned to the case after 4 days and asked eBay to step in?
If the seller was in the US, he should have sent a prepaid return label.
If an international seller, he couldn't do that so you needed to tell him how much it would cost you to return the item.
How along ago did this happen and then what happened?
Can you see why there are more questions than answers here before we can try to help?

Do you file a case for item not as described? The seller has a short period of time to issue you a shipping label.
If you filed for not received the case will be closed and you can’t open another. (You received something).
If your case was closed. How did you pay? If PayPal go there and open a case, if your credit card dispute it with them.
