Seller claims he cannot obtain the shipping label for my country

Hello,
I bought some photocards, but when they arrived, I noticed they are not the original ones.
The photos on photocards resemble photos from original ones added to albums, but the resolution of the photos as well as back of the photocards are clearly different than the original ones.
I contacted seller regarding this and what he/she said was that they sell fanmade photocards. This information is not included in the offer and I did not know about this at the time when I bought the photocards.
I requested 100% refund and I want to return the photocards. I did not open any of the foils they were packed in, so the condition of the photocards is exactly the same as when they were packed.
The seller offered me 50% return and told me I do not have to send back the photocards. He/she said they cannot obtain the shipping label for my country (I live in EU). This does not sound right as the seller was able to send me the items I bought. According to what I found on Ebay: "Customer buyers in the EU can withdraw from a purchase contract by returning the item they bought within 14 days. If you're listing items on an EU site, you need to edit your return policies to comply with EU right of withdrawal regulations.".
Have anyone had this kind of situation before and could advise me?

·3 weeks agoThe seller can only send you money for you to buy a return label. For example if they sent them USPS, the seller cant send you a label to mail back USPS because you don't have that ability.
This is another reason sellers selling internationally should use eIS program

OP3 weeks agoI opened a return with "Received the wrong item" reason. Is it ok too? I will be able to ask Ebay for help on 21st July.

·3 weeks agoYou actually need to get the cost of the return postage and let the seller know so they can send you that money for the return postage
