Returned item not received as seller.

i need some information, A customer ordered two items, and he returned and asked for refund, and he sent with royalmail uk and it arrived in my country but don't know where it is, upon searching it shows the courier company is not available here from here airport they will manage 3rd party local courier to return/deliver me, but it's pending since weeks, What should i do? if customer or me escalate the issue will ebay refund full amount? the order amount is around 500$ and selling ad ad fee is also too much.
He is keep asking for refund.

Note: i already created a aramex label for him, he denied and said this courier is very far in his country then i told me him just send there with my name via dpd they will forward it to my mailbox he denied and sent with royalmail,

Not sure how it works in your country for eBay, but here the one purchasing the label is generally held responsible for the item having proof of delivery for a return.

Example If the seller pays/provides the label and the buyer uses that label for the return which shows that it was actually sent then eBay will require the seller to refund even if the item never arrives back. (never shows delivery)

Conversely, if the buyer returning the item purchases/uses their own label then the buyer is held liable for proof of delivery back to the seller.

The Seller was forced to issue refund even the item was not delivered to him or there is no proof of delivery in tracking,

My situation is same, Royalmail showing the package is in our country, but there is no royalmail office here and i am tired of asking post offices and local couriers.

Whether or not you retrieve your gems @mygemsjewelry you will have to refund the buyer, or it will be refunded for you.

Your buyer has proof of the return, so they can ask eBay, or PayPal, or their card issuer to force their refund from you. And when that happens, you won't get your selling ad fees back either.

So it's best for you to voluntarily refund the buyer now.
