Refunded order, but the buyer received the item

I am in kind of strange situation. The ebay-customer make an order and buy an item from me. The parcel has been sent, but there was a strange situation with chinese customs (didn`t pass the secure check about 5 times). Anyway, the customer did noticed that and send me a PM. After day or two - both of us make a decision to refund all the amount, because somehow none of us believe that this order will arrive at all. In fact it has been delivered and the customer have it. I did notice that and send a PM to a customer to know what is going on. After second PM he answered me, that in fact - he has the item. But has been damaged. I asked him to take some photos, and eventually leave him alone... First time he write something like "I am on work now, will send photo tomorrow". I did send another message to remind him about the photos and he tells me "Man, just charge me for the item".... OK, I wont say anything, you may guess what is actually going on. I know Ebay policies does allow in this sort of cases to make a transaction within ebay (3rd party), I have asked him to send the amount via PayPal. He answer me, that he has no Paypal.
What is the proper way to take my money back? I have read that someone does it in this way:
1. Ask a buyer to buy same item again
2. "Send" the item with same tracking (can I do this? Will ebay accept this?)
3. In fact the seller doesnt send anything (the buyer already has the item), both sides declared that the deal is fine (he gots the item, the seller have his money).
Please, give me some advices.

·3 years agoYou refunded the buyer because they didn’t receive the item they purchased?
The buyer received the item after you refunded? If that is the case your buyer is not obligated to pay for the item although it would be the honest thing to do.
If the buyer doesn’t pay you for the item you refunded there’s nothing you can do.
At tax time you can write it off as a loss.

OP3 years agoThanks a lot for an answer. But if you read carefully, you would see, that the guy is ready to redund already refunded money. Since he claims that he has not have a Paypal, what is other options?
I did refund because I THOUGHT that the item will not arrive at all. But it DOES arrive, and he takes it. I think it is fair to have my money back, am i right?

·3 years agoI read it correctly you refunded the buyer, the buyer received their item AFTER the refund was sent. Now you want the buyer to pay you back for the item through paypal they say they don’t have paypal.
There are no other options. If the buyer doesn’t pay you there’s nothing you can do.
