Refund was not recieved due to declined credit card; Ebay customer support terrible | Returns

A few days ago an order I placed on an item was cancelled by the seller and I was sent a refund of quite a substantial amount of money.The refund's transaction was denied - because the card is blocked and I got a new card since then - but ebay still says that I was refunded in full despite this. Ebay's customer support told me that my bank (or VISA company) is able to redirect the transaction into a different credit card, but upon talking with both my bank and the credit card company I was assured that the transaction was declined, the money will not arrive and there's nothing to do besides talking with ebay about this to have them send a refund again. I talked with the customer support chat three times. In the first two times I was given false useless instructions and no information that is useful for this case at all. In the third time I talked with them, the support rep hanged up the chat because he did not know what to do about this. I am utterly baffled by how bad the customer support of this company is and will definitely not buy anything here again. I tried contacting the seller and did not recieve any reply. Is there anything I can do about this case? The credit card support rep told me that once the transaction is processed for clearing then ebay/the seller will be notified that it failed. Is there any chance that I will get better results if I wait for this to happen? Was I duped by ebay or by my card company?
