Does ebay have a phone number where I can call?
a seller requires to send me a refund but I can't open the case as it has been more than 90 days.

If it has been more than 90 days you are out of luck, eBay's money back guarantee is good for up to 30 days after delivery. So even if there was a phone number to call eBay won't help you.

If you paid with a credit card you can file a chargeback most credit cards do that for up to 180 days.

After 90 days, a phone number won't do any good, there's nothing Ebay will do.
