Purchasing an item from a seller who does not have a linked bank account. Process for a refund.
I purchased a guitar amplifier for local pickup with my bank card from a user who informed me that he doesn't have a linked bank account and only accepts cash when picking up the item. Ebay does not seem to have an easy category for a resolution for a refund.
I have a request to Cancel Order Pending and Item Not Received open on the transaction. None of those really match the issue though.
The seller cannot approve my request to cancel because, he says, it asks him for a bank account. Ebay is attempting, it seems, to request he return my funds, when ebay is holding it. It's been 4 days. ebay help rep says I must wait 5 more to take next step. Any suggestions appreciated.

Thanks for the listing number. It looks like your seller has been out of the selling game for a while (and would sell his own mother for a dollar, according to feedback)... still hard to tell if you're being snookered or not. It is a bad thing that eBay allows users to list items without being set up properly. Geez...

OP3 years agoHe's communicating with me and I'm not getting a sense of fraud either, just that he's a country bumkin. EBay's not supposed to release funds until he scans my QR code. He seems to want me to get a refund and come purchase the amp. I have his address. He doesn't seem to understand the process or realize any wrong doing on his part. Trinity Alabama is about as backwoods as it gets in the deepsouth.

·3 years agoThe sad truth is a seller can and has been able to list items without being in managed payments! eBay holds their payments until they link a checking account.
The seller may not be aware of this but when you offer local pickup you must offer an electronic payment method. They can no longer specify cash only at pickup.
He needs to link a checking account and a payment method for seller fees that aren't taken from his payout. He needs to let you pick up the item because you paid in a method eBay offers for pickups. Give him the 6 digit code that came in the email when you paid and that will prove delivery to eBay. In the past sellers were correct to want cash because there was no way to prove delivery and sellers were getting scammed. Now eBay has offered a way to prove delivery. You can even sign a copy of the order details and eBay accepts that. He should have no worries.
OR you can file a not received case and eBay will refund you out of his held funds.
And probably permanently suspend him for being a risk to the community.

OP3 years agoI appreciate all the helpful insight into the truth, that I've been snookered, the guy is flying under the radar to avoid paying ebay, and that eBay will ultimately reimburse me.
If he had had a bank account, I would have just picked it up and given him a code to scan for proof of delivery.

OP3 years agoI just received an email from ebay on my first attempt to stop the transaction.
"We couldn't cancel your order because it's too late to cancel. You should receive your order by Mar 21, 2023. You may contact the seller to return it once you receive it."
I canceled within a hour of the purchase Monday after the seller notified me that he didn't have a linked bank account. it's a local pickup, I'm not going to be receiving anything.

·3 years agoEbay wants the refund to be provided by his bank source, or cc, whichever he has listed with his account. They will then refund you, and when the sellers funds are cleared, will reverse that payment to him, thats just the way it works.

OP3 years agoAgain. The seller doesn't have a bank account linked to his account. Seller never received the funds, ebay still has it.
1. EBay search algorithms matched me by location to a seller with a product I was looking fo.
2. I purchased the item with Bank Card
3. Seller informs me he has no linked bank account, only cash on pickup.
4. Getting ebay to refund me.

·3 years agoThe seller has to have something linked to his account to pay listing fees, you cant sell on Ebay without either a cc, or bank account that Ebay can withdraw funds from.

OP3 years agoHe doesn't have a linked account, and a ebay help agent even verified it. Do a Google search for "Can I sell on eBay without a bank account?" People do it.
They sell for local pickup only, and I suppose inform the buyer to pay with cash. This guy didn’t inform me on winning auction bid on a guitar amplifier. So I have $245 in limbo with eBay

·3 years agoYour seller is snookering you (and eBay, it sounds like). If you made a payment through eBay, the seller's funds (your payment) are on Hold. The seller is responsible for a $.30 Transaction Fee, and that's why eBay wants the seller to attach a bank account.
Maybe you've got a new seller who hasn't signed on to Managed Payments, maybe you've got a seller who's up to no good... who knows? I don't know how to advise in this situation... what's the listing number?

·2 years agoNot true because I have no Bank linked to my account either I keep getting a message from eBay saying that I have to link my bank to my eBay account but I have not done so yet and I just received a message that an item of mine has sold and the buyer used their credit card and has already purchased the item from me yet eBay is holding the funds not me that's what happens if you don't have a link bank account eBay holds the funds

·2 years agoAlso I've never used eBay before I just recently posted a leather jacket and this was like 2 weeks ago and I just clicked on my eBay app cuz I was going to look for something and I was like holy s*** because I see a photo of my jacket and then it says paid ship now and then I was just like holy s*** again totally forgot I had posted that so I click on it and it says shipping overdue shipped by January 10th and and it says buyer paid on January 6th yet it still gives me the option to purchase shipping label which I'm not sure how to even do this because I can't afford to purchase the shipping label I'm just that broke and it says eBay is holding all my funds but my question was this how is someone able to purchase an item from me when I do not have any of my bank account linked to this account is this a scam? And if it's not a scam how do I get eBay to send me prepaid shipping label, or is that what the purchase shipping label button is if I push that button will it automatically deduct it from the money that eBay is holding because $17 of that was the shipping fee that the buyer included in their purchase and so confused and talking with the AI chat box that eBay provides his absolutely ridiculous because it keeps asking me a series of same questions over and over that don't even pertain they keep insisting that I've already shipped it which I've not still hanging in my closet anyway not sure what to do.

·3 years agoYour payment had to have gone somewhere. If the seller had no bank account or credit/debit card linked how did the payment go through?
I get you're saying some sellers are only doing local pickup for cash but not mentioning the cash only part until after an item sells, but you had already paid and it went through.
If they really don't have any kind of payout method on file then eBay wouldn't be able to hold the funds from the sell because there is nothing to hold on their end; they would never be able to see the funds unless seller had a payout method.
I don't see how any of this is possible, but if there is a chance it is then your money would have to be refunded back to your bank card by your bank it would seem, since they are the only ones who can access it.

OP3 years agoYes, I'm sure eBay will refund me at some point. It just may take a couple of weeks.

·3 years agoeBay has the buyer's payment. That's where it went. They took their FFV out and they're waiting for him to attach a checking account to put the payout in. If the seller attaches an account their funds will be released in 2-4 weeks unless a dispute has been filed. If a not received dispute has been filed eBay will refund the buyer. Then it's probably bye-bye for that seller!

OP3 years agoWow. I'm in it for the long haul. It's my fault for not scrutinizing his new account which I normally would have done if not for being a local pickup less than 30 MI away.

OP3 years agoThe last post is ebays response and I'm having difficulty explaining to them that the seller does not have a linked bank account to receive my funds. EBay has my funds in holding.
The seller wants to approve my request for cancellation but cannot without a linked bank account.
I do not know him and can't force him to get a bank account.
It's a local pickup and he wanted cash but failed to inform me.
Loophole in the system. Item listed as sold with eBay holding the money. Seller will not give me item on pickup without paying him cash.
