As mentioned you are currently on the US site so if you are trying to upload a label here, that's the problem. But if you are trying to upload it on the UK site and having a problem there, you should ask on the UK boards as they will be more familiar with the ins and outs of the label system there.

Here on the .com eBay site, you can't upload a .pdf file to eBay messages. I use a .jpg or .png file.
