Item not received
My correct address was on the order but it was sent to the wrong house. I have the fedex picture showing an item that was delivered but it is not my house and doesn’t look like package was big enough to be my order. Frdex said it was delivered to correct house. Pay pal closed case because eBay seller said it was delivered. eBay closed case because it was delivered. How do I get to a live person to explain and get my money back?

Since you've already verified with FedEx that your name and address weren't on the package associated with the tracking number you were given ... you have sufficient information to phone your credit card company and ask to be connected with their Fraud Department.
Once there, tell the agent that you are the victim of the 'False tracking number scam' ... and request a full refund of your payment.

You slammed the door shut at eBay when you went to PayPal: You could have filed a Missing parts or pieces return request, with FedEx showing at their own website that that's not your address on the label, and showing that the dimensions and weight are wrong for your item.
And you slammed the door shut at PayPal when you filed an Item not received dispute there: Instead it should have been a Delivered to wrong address dispute.
You last option is to file for fraud at your credit card, noting that this is a fake tracking scam to get your refund.
