Depends what the buyer mentioned and if photos were taken of something broken by buyer and sent to you.
If its only buyer's word in an email it was broken...check buyer feedback...old eBayer or brand new...do they buy similar items...do they have any feedback.
Buyer has to open a claim before doing anything...no refund without buyer opening a claim.
Insurance is usually for lost items at the Post Office. Post Office will usually say seller did not pack it carefully and offer probably nothing.
If a buyer shows a photo of item broken I would refund buyer...if its beyond repair I would think you would not want it back.
And the final word will always be the "buyer's feedback" in the end of the story.

You accept any return your buyer opens you can either just refund in full without getting the item back or issue a return label refund on return. You can file an insurance claim with the post office for the damaged item.

Do they want to keep it?
Do they want to keep it with a partial refund?
Do they not want it all?
Do you want it back?
Is it worth your time and energy to file a claim instead of refund and call it a day?
