Items shipped through the EIS program are not always able to be delivered for various reasons. eBay usually lets the seller keep the buyer’s payment and refunds the buyer themselves.
The items are sold by eBay in groups to certain sellers … who then list the items for sale on eBay, using the original sellers’ descriptions and photos.
I have not heard of eBay selling EIS items that were refunded with the seller’s money. Nor have I heard of eBay selling EIS items that buyers wanted to return. They sell items that are stuck in the depot and cannot be delivered to the buyer.
I’m guessing that your buyer filed an ‘item not received’ claim at some point because of no delivery of the item. I have no way of knowing from what account eBay refunded money to the buyer.
Why was your original account suspended? Do you know whether your original account was reinstated?
If your original account is still suspended … then eBay will suspend any current or future account that shares any information with the suspended account. You wouldn’t be allowed to keep the account you’re currently using to post. The fact that you have several expensive items currently listed for sale causes me to doubt that you still have a suspended account.
[There are pieces missing from your story that prevents a complete explanation at this time. I’m sorry.]
Using eIS, sellers do not get their items back on a return. After your item reaches the hub, eBay takes responsibility and "ownership" of the item handling the international shipping and any return requests.

You weren't suspended. You're posting here (something suspended members cannot do) and you have 22 active listings.

After the suspension, the buyer requested a refund. eBay approved the refund unilaterally and forcibly withdrew 100% of the sale amount from my bank account. I did not receive the item back from the buyer.
How did the buyer request a refund? Did they file a NAD (not as described) claim or did they request a return and refund? (15 of your active 22 listings accept returns.)

eBay appears to have taken possession of the item and is now reselling it themselves.
Please post a link to your item that was sold and refunded and please post a link to the listing that ebay posted to resell your item.
... However, on July 30, after my account was suspended on July 27, eBay reversed this assurance, withdrew the full payment from my account, and refunded the buyer while I never received the item back. I complained to eBay for several months, but they didn't listen.
...
Why was your account suspended on July 27?
Were you later reinstated? How is it that you are still selling now, or selling again now?
You may have lost your seller protection when your account was suspended ...
Normally, with an eIS sale, sellers are protected for issues after the item arrives at the eBay shipping hub, but you may have lost that protection.
What's the item number where the item is being resold?
Unfortunately, that probably means that my idea that you lost your seller protection when your previous account was suspended was probably correct. You would have been protected against having to pay the refund, but that was lost when the account was suspended.
When eBay has to accept a return for an eIS item, they always take possession of the item and resell it to recoup the loss. That is how eIS works.
You could try contacting eBay on social media, that's the only way you can ask for help with this. But I wouldn't get your hopes up.
It is an issue when you open a new account (or use a preexisting one) after an earlier one is suspended. It's too late now for this post. There's no way to remove it yourself, and even if you were to ask the moderators, there is still a record and eBay employees can still read the posts even after they are edited and removed.
Well, you state "eBay approved the refund unilaterally" and "the seller who fully refunded the transaction"... and it can't be both. If you approve a Return request, you should have fully refunded after the item was back to you. If you don't respond and eBay approves a refund, then the buyer retains the item.
And eBay doesn't "take possession of" anything, so they're not selling your item. You might want to tick this link and read of the Money Back Guarantee. >> eBay Money Back Guarantee policy

I don't believe the refund came from you and your funds. I think you've misunderstood what transpired.
When you use EIS, ebay handles everything once you've shipped the item to them. Any refunds come from ebay and not from the seller.
And since they issued the refund, they own the item and often resell items when they come into possession of those items.
