International seller provides wrong return custom forms, eBay now making me pay for return shipping | Returns

Hi, I purchased an item from a Japanese seller (I am in the US). The item was not as described (completely different from pictures, many things missing, but letâ€™s not get into that) and I started a return. The seller accepted my return and provided a return shipping label and customs forms. The customs forms had incorrect information filled out, including export reason and value (they put â€œsampleâ€ as the reason and a tiny value of around 1% of the actual price). Not wanting to send an item with incorrect customs forms, I asked the seller to fix the customs invoice and they refused. I asked eBay to step in over the phone and they agreed the invoice was wrong and said they would ask the seller to correct the invoice. eBay then opened a case and put the return on hold. Two days later, eBay is now requiring that I handle return shipping and input tracking details, and the seller-provided return label is now gone. From what I can tell, eBay is offering no refund on shipping for me. Any ideas what to do here?
