·1 month agoIf you did not ship you can cancel, but Ebay may charge your payment method and then refund you from the held funds.
If they are not allowing you to cancel the order because they need a payment method, you need to add one.

·1 month ago@lit.isa20 Why do you need to refund an order? If a buyer asked to cancel, you do not have to cancel.
If you need to refund because the item is damaged or you no longer have it, then eBay will take the money from your bank account or credit card on file if the funds from the order have not processed. If the funds have processed, you may not be able to get them to payout to right away since you are new, but I believe eBay will let you use them to refund.

Title and post are asking two completely different things. So I'll answer them both.
If you're a new BUYER, you can ask the seller to cancel your order.
If you're a new SELLER, you can cancel it yourself, but this will count as a defect unless the buyer requested it.
